Well, to answer that question i'll use a japaneese manga for an example. The pages are all done in strait up, black or white. The reason for this is that the artists are only paid to make quick, stylish lines to describe, in minor detail, situations that will occur in the animation later on down the line. Capitalistically, there is no way color a manga without taking more time, paying more people and pushing back deadlines that the Anime companies just wouldn't like.
In short, I just sketch most the manga (which looks like total crap compared to a real manga) and I color one good body shot to get everyones kicks off. I think it makes the viewer more inclined to use their imagination with the rest of my crappy sketches when they see a detailed color body shot. Plus, that's what we all want to see anyways, a sexy bbw that's growing out of her own clothes.
